			<content:encoded><![CDATA[<p><a href="http://www.ppdobohol.lgu.ph/wp-content/uploads/2010/09/mitraVisit.jpg"><img class="alignleft size-medium wp-image-2515" title="mitraVisit" src="http://www.ppdobohol.lgu.ph/wp-content/uploads/2010/09/mitraVisit-300x156.jpg" alt="" width="300" height="156" /></a>Three top ranking  officials of the Australian Agency for International Development (AusAID) visited Bohol last 26 August 2010.  They were Mr. Titon Mitra, Minister Counsellor of AusAid, Mr. Andrew Egan, Counsellor for Economic Growth and Ms. Christine Bantug, Senior Program Manager.   The welcome party was headed by no less than Governor Edgar Chatto and other provincial officials.</p>
<p>During the Project Briefing and Updates at the Juanito Cambangay Conference Room at the PPDO,  Governor Chatto presented to the AusAID team the Bohol&#8217;s Development Framework under HEAT through LIFE HELPS strategies.  On the other hand, Road Sector Committee Co-Chairperson, Atty. John Titus Vistal, gave a powerpoint presentation of  &#8220;Optimizing PRMF and other AusAID Assistance for Bohol&#8217;s Development. The Provincial Road Management Facility (PRMF) is the latest AusAID program implemented in Bohol last November 2009.</p>
<p>Ms. Rosalinda Paredes, PRMF Provincial Coordinator, helped Governor Chatto and Atty. Vistal answer and clarify issues or concerns from the AusAID officials about their programs and projects in Bohol.  Minister Counsellor Mitra commended the Provincial Government for its performance as well as its setting of high targets in managing AusAID programs and projects.  Both Counsellor Egan and Ms. Bantug likewise gave positive remarks for the provincial leadership.</p>
<p>Participants to the Project Briefing were the Sangguniang Panlalawigan Members headed by Vice Governor Concepcion Lim who gave the Welcome Remarks, Road Sector Committee Members composed mostly of department heads from the capitol, Representatives of AusAID Projects in Bohol and Governor Chatto&#8217;s executive assistants and cluster coordinators.</p>
<p>The AusAID officials accompanied by the provincial officials then proceeded to the Governor&#8217;s Mansion to view the AusAID Project Exhibits and Displays.  Meanwhile, an on-going PRMF Workshop on PRSPMR Review and Action Planning for PRNDP Updating was cut short for messages from the AusAID officials and the governor.</p>
<p>While having lunch at the Mansion, guests were entertained by a 15-minute presentation from  the &#8220;Cultural Collective&#8221; of Maribojoc, organized with assistance from AusAID in a PACAP project called BLESSED Maribojoc.  Mr. Oscar Valles and Engr. Yanie Chiu, Municipal Administrator and Municipal Planning Officer of Maribojoc, gave a 10-minute briefing on the Cultural Collective and e-TRACS implementation in Maribojoc, pilot municipality for the AusAID Project implemented in Bohol called Local Governance Development Project (LGDP).</p>
<p>The AusAID officials together with the PRMF Provincial Office Team and Road Sector Committee proceeded to the Municipality of San Isidro to view the road works, visit the bunkhouse and interact with the people during the Monthly Coordination Meeting at the Barangay Caimbang public market.</p>
<p>The AusAID officials left Tagbilaran City in the afternoon of August 26th.</p>
<p>Meanwhile, Governor Chatto sent letters of appreciation to PNP Provincial Director Rodolfo Llorca, Brigadier General Allan Luga of 802nd Brigade (PA) and 1st Lieutenant Elmer Namocat of 4th Special Forces Company (PA) for their cooperation and assistance in providing covert and convoy security operation during the said visit.</p>

Rene Relampagos of the 1<sup>st</sup> District, Cong. Erico Aumentado of the 2<sup>nd</sup> District, Cong. Arthur Yap of the 3<sup>rd</sup> District, Vice-Governor Concepcion Lim who is the SP Appropriations Committee Chair, Mr. Argeo Melisimo, Ms. Marietta Gasatan, and Engr. Panfilo Asares, all Private Sector Representatives to the RDC-7, Ms. Emilia Roslinda, NGO Representative, Hon. Rosemarie Imboy, LMP President, and Hon. Crispina Vergara, Liga ng mga Barangay President. Other members of the PDC Full Council who were present were 42 mayors, 12 NGO representatives and some SP Members present, namely, Hon. Abeleon Damalerio, Hon. Venzencio Aracamo and Hon. Cesar Tomas Lopez, all of the 1<sup>st</sup> District, Hon. Romulo Cepedoza of the 2<sup>nd</sup> District and Hon. Godofreda Tirol and Hon. Brigido Imboy of the 3<sup>rd</sup> District and PCL President, Hon. Ariel Lungay.</p>
<p><strong> </strong></p>
<p>Cong.  Aumentado added that there are vital Master Plans in his office  for the information of the new administration, namely:</p>
<ol>
<li>Bohol Agriculture Master Plan  crafted and submitted to be funded by AusAid</li>
<li>Bohol Tourism Master Plan crafted by Bohol Pacific Consultant  International</li>
<li>Panglao Island  Master Plan crafted by Palafox  &amp;Associates</li>
<li>Bohol Tourism Road Improvement Project  Listing &amp; Study which the Congressman of Ist District of Bohol has requested for a thorough  briefing</li>
<li>Integrated Water Resource Master Plan  which covers  all watershed of Bohol which is the basis for the study of ABS-CBN  Bantay Kalikasan for the rehabilitation of Loay and Abatan Rivers</li>
<li>Development of Wahig-Pamacsalan Watershed area by the Asian Development Bank. All of these are covered by the necessary master plan which could serve as a road map for the development of Bohol</li>
</ol>
<p>Cong. Relampagos requested the PPDC to give hard copies of the aforementioned Master Plans for his information and study.     Atty. John Vistal, PDC Secretariat Head,  informed that all Mayors will be provided with CDs of the said plans for their study/reference.</p>
<p>Relative to the several Master Plans that Cong. Aumentado mentioned, Cong. Arthur Yap opened that there is a need to review on all the bases of the master plans since there is a significant number of mayors (22) and two congressmen who are newly elected.  Likewise,  they  need to study the same and make sure that all the resolutions filed must be coherent and  consistent with  each other.</p>
<p>Atty. Vistal presented to the Council the consolidated list of Provincial Development Council Members for reconstitution (2010-2013) which includes 15 members of the Executive Committee, 48 mayors and 23 non-government organizations.  Cong. Rene Relampagos then moved for the approval and endorsement to the Sangguniang Panlalawigan the reconstitution of both the Provincial Executive Committee of the PDC and the PDC in full membership which was duly seconded by Cong. Erico B. Aumentado.</p>

<p>Atty. Vistal then presented to the PDC Full Council the Bohol’s overarching development framework for 2010-2015 (HEAT Bohol, LIFE HELPS) which was the output during the strategic planning workshop of the heads of the provincial  government offices last July 7-9, 2010. The amended version of the vision and mission of the province of Bohol are as follows:</p>
<p><strong>Vision :</strong>Bohol is a prime eco-cultural tourism destination and a strong, balanced agro-industrial province, with a well-educated, God–loving and law-abiding citizenry, proud of their cultural heritage, enjoying a state of well-being and committed to sound environmental management.</p>
<p><strong>Mission :</strong>To enrich Bohol’s social, economic, cultural, political and environmental resources through good governance and effective partnerships with stakeholders for increased global competitiveness</p>
<p>On motion of Cong. Erico B. Aumentado,  the Bohol Overarching Development Framework (2010-2015) was unanimously approved by the PDC Full Council.</p>

Erico Aumentado stepped down from Capitol last week, the Philippine Australian Alumni Association, Inc. (PA3i)–Bohol Chapter squeezed in his busy schedule just to hand a huge symbol of gratitude for the opportunity to a post-graduate scholarship in Australia.</p>
<p>PA3i–Bohol Chapter commended Aumentado for having been an “outstanding leader who dedicated all his energy and gave his all-out support for the advancement of our professional and career development, both individually and collectively, by sending us to post-graduate scholarships in Australia”.</p>
<p>“As we bid you farewell, we wish you more power, and hope for you all the best as you take on a new (albeit returning) task that is as challenging and pivotal as that through which you have led the Provincial Government of Bohol during the past nine years of your term as Provincial Governor. Thank you very much, from the bottom of our hearts,” the graduates stated in the oversized certificate.</p>
<p>Camaraderie among the graduates saw the PA3i-Bohol Chapter gradually shaping up under the leadership of May Limbaga as president, Larry Pamugas as vice president, Maria Rowena Bongcaras as secretary, Jovencia Ganub as assistant secretary, Ma. Imelda Borromeo as treasurer, Angelus Sales as Auditor, and the PROs- -Marietta Macalolot, Aida Evangelista, Rosemarie Jumamoy.</p>
<p>Behind them are the advisers- -Romeo Teruel and Lawyer John Titus Vistal.</p>
<p>The group’s strength also anchors on its other members as the groundwork in partaking what they got from the Australian training on paradigm management- -Judy Bedio, Teodesia Bernaldez, Senen Bojos, Richard Bompat Jr., Wilfredo Bueno, Moises Canete Jr., Marietta Corre, Leonida Daguro, Glicerio Doloritos, Eleno Evangelista, Ferdinand Marcrey Irig, Peter Retutal, Ma. Aumentado informed the Council that  the PDC-Execom  meeting was called for the purpose of tackling items in the  agenda, most notably the signing of the Memorandum of Understanding with NEDA Region VII. He then mentioned  that Bohol is the beneficiary of several major projects of the Republic of Korea. He also informed the municipal Mayors that they would be called to an emergency meeting on March 15, 2010 with the Provincial Disaster Coordinating Council, particularly those municipalities affected by the adverse effects of droughts in order to undertake mitigating measures such as cloud seeding, targeting the North Eastern basin as the granary of the Province of Bohol.</p>
<p><strong>Approval of the proposed Agenda</strong> – Since the members had provided with copies of the  previous minutes , Mr. Argeo Melisimo moved to dispense the reading and for  the approval of the same, which was duly seconded. There being no objection, the motion was carried.<span id="more-465"></span></p>
<p><strong>A) </strong><strong>MATTERS FOR DISCUSSION, APPROVAL AND ENDORSEMENT</strong></p>
<p><strong> </strong></p>
<ol>
<li>Signing of the Memorandum of  Understanding (MOU) for Barangay Master Planning under the Integrated Area Development(IAD) Strategy piloting the Barangays of the 2<sup>nd</sup> District of Bohol, between the Provincial Government of Bohol &amp; NEDA Region 7.</li>
</ol>
<p>Regional Director Marlene Rodriguez,  NEDA Region 7,  signed  the Memorandum of Understanding (MOU) for the Barangay Master Planning, a collaboration between NEDA and the Provincial Government Of Bohol, represented by Gov. Erico Aumentado. The available funds intended for the said Master Planning amounted to P1,000,000.00</p>
<p>Upon  motion of Engr. Panfilo M. Asares, duly seconded by Mr. Argeo Melisimo, for the  approval and  adoption of the Memorandum of Understanding (MOU) for Barangay Master Planning under the Integrated Area Development(IAD),the Council passed this resolution –</p>

<p>A RESOLUTION APPROVING AND FAVORABLY ADOPTING THE  MEMORADUM OF UNDERSTANDING(MOU) FOR THE BARANGAY MASTER PLANNING UNDER THE INTEGRATED AREA DEVELOPMENT (IAD) STRATEGY, PILOTING THE BARANGAYS OF THE 2<sup>ND</sup> DISTRICT OF BOHOL, BETWEEN THE PROVINCIAL GOVERNMENT OF BOHOL &amp; NEDA REGION 7</p>
<p>After the signing, RD Marlene Rodriguez commended the Honorable Governor for initiating the Barangay Master Planning under the Integrated Area Development (AID) Strategy piloting the Barangays of the second District of Bohol. The said strategy  will address the felt needs of the barangay levels. The said initiative needs support of the community and commitment of support  from the Barangay level.</p>

Erico B.  Aumentado  manifested that it was  the first joint meeting of the Provincial Development Council, PPOC and the Sangguniang Panlalawigan  for calendar year 2010. He then emphasized that the said meeting will address vitall concerns on peace and development of the province focusing on poverty reduction and peace. He then recognized the  distinguished guest, the ULAP President and Interim President of ULAP, Mr. Ramon Guico, He then indorsed the Guico  Plan to increase the IRA Fund from 40% to 50%.</p>
<p>At this point, Chairman Aumentado requested for the deferment of items 2, 3 &amp; 4 of the  chairman’s time of the agenda considering that there were numerous items to be taken up.</p>
<p>Atty.  Vistal moved to dispensed with the reading of the previous minutes and so with the approval of the same since the  members were already provided with the  agenda folder.<span id="more-323"></span><strong>111.   AGENDA PROPER</strong><strong> </strong></p>

<p>Provincial Director Rustica Mascariñas presented to the Council the two(2) PPOC approved resolutions for confirmation of the council to read  as follows:</p>

<li>Confirmation of PPOC Resolution No. 2010-01  and Advocacy for Honest, Clean, peaceful and orderly Elections in Bohol</li>
</ul>
<ul>
<li>Confirmation of PPOC Resolution No. 2010-02 and Advocacy enjoining all candidates not to pay “Permit to Campaign” and businesses not to pay “Revolutionary Tax” because of lack of presence of the CPP-NPA in Bohol</li>
</ul>
<p>After the presentation, Dir. Mascariñas moved for the confirmation of the said resolutions. Motion was carried and approved, thus the council passed this resolution –</p>
<p>JOINT PDC, PPOC, SP RESOLUTION NO. 01-2010</p>
<p>A RESOLUTION CONFIRMING THE PPOC  RESOLUTION  NOS. 2010-01 AND 2010-02  ADVOCACY FOR HONEST, CLEAN, PEACEFUL AND ORDERLY ELECTIONS AND ADVOCACY ENJOING ALL CANDIDATE NOT TO PAY PERMIT TO CAMPAGIN AND REVOLUTIONARY TAX RESPECTIVELY</p>

<li>Multi-Industry Cluster (MIC) Seaport Development of Tapall Wharf  in Ubay, as recommended by authorities concerned, being an all-weather  wharf with immediate access to the Mindanao Sea</li>
</ol>
<p>Since there was a previous resolution passed during the last PDC meeting on the Multi-Industry Cluster(MIC) Seaport Development of Tapal Wharf in Ubay, Atty. Vistal moved to reiterate the endorsement of the same to the Regional Development Council, Region VII. Without objections/ comments being heard, the Council  en masse passed this resolution –</p>

<p>A RESOLUTION  REITERATING THE ENDORSEMENT OF  THE MULTI-INDUSTRY CLUSTER (MIC)  SEAPORT DEVELOPMENT OF TAPAL WHARF IN UBAY TO THE REGIONAL DEVELOPMENT COUNCIL, REGION VII  BEING AN ALL-WEATHER WHARF WITH IMMEDIATE ACCESS TO THE MINDANAO SEA</p>
<p>1.Presentation of the Draft  Provincial Development and Physical Framework Plan (PDPFP) 2010-2015.</p>
<p>Atty.Vistal  presented  to the Council the highlights  of the draft of the Provincial Development and Physical Framework Plan (PDPFP) 2010-2015.  The objective of the said plan is to define the overall development framework of the province featuring the sectoral development plan of the province  of Bohol.</p>
<p>Without objections/comments being heard, Atty. John  Titus Vistal moved for the adoption and approval of the Provincial Development and Physical Framework Pan(PDPFP) 2010-2015  which was duly seconded, thus the passage of this resolution -</p>

<li>El Niño Updates</li>
</ol>
<p>Engr. Evelyn Maligsa of the Provincial Agriculture Office was recognized for the presentation of the El Niño updates. She then informed the Council that the Provincial Agriculture Office had been conducting information dissemination campaign to the municipalities of the province  of Bohol about the coming El Niño phenomenon.  Their office is encouraging the  farmers  to plant rice of appropriate variety such as RC 158-152-168. Also they had been promoting organic farming that could hold water and  encouraging the farmers to plant rootcrops.</p>
<ol>
<li>Protocol for the release of water from Dams</li>
</ol>
<p>Engr. Membreve was recognized. He then reported to the Council the status of  the following Dams of the province  of Bohol:</p>
<ol>
<li>Malinao Dam – storage capacity is 5 cu.m. that could irrigate 4,500 has. of farm land</li>
<li>Bayongan Dam – storage capacity is 34.6 cu.m.</li>
<li>Capayas Dam in  Calanggaman, Ubay with 1,150 has. to be irrigated which covers most of Ubay area.  They are releasing alternate/simultaneous  system of water in dams.</li>

<li>PPOC Updates</li>
</ol>
<ul>
<li>Peace and Order update was presented by P/SSupt. Anthony L. Obenza regarding crime situation update in the province  of Bohol</li>
</ul>
<ul>
<li>Internal Security Update was presented by Col. Allan Luga on  the  current situation update on 2010 election of the province of Bohol</li>
</ul>
<p>Relative to the query of BM Piollo regarding security of candidate during the time of campaign period, to prevent the candidate from danger, Col. Luga suggested  that the candidate should  report to their office of some treats that they will  incur  during the campaign period in order to get a security personnel of a maximum of 2-4 personnel.</p>
<ul>
<li>Major Orlando  T. Sampayan presented to the Council the Overview of Community Intelligence Report on Peace and Order of the province of Bohol on the role of the Non Government  Organization (NGO) regarding peace and order</li>
</ul>
<ol>
<li><strong>V. </strong><strong>Other Matters</strong></li>
</ol>
<ul>
<li>Chairman Augmentado informed the Council that the Cultural Minorities Pres. Ambur Datu Manong  and the President of Bohol Aagapay  will present their group to the  PPOC.</li>
<li>Atty. Vistal explained to the Council regarding the Green Bohol Sustainable Development Goal on the green economy of Bohol  were already enshrined in the PDPFP</li>
<li>Advocacy on the increase of IRA from 40% to 50% &#8211; Mayor  Ramon Guico jointly  passed  a  resolution for this purpose, thereafter, Mayor Galbreath moved  the proposed Guico Plan regarding the increase of IRA from 40% to 50%  duly seconded by Mayor Tirol, thus the Council  passed  this resolution –</li>

<p>JOINT PDC, PPOC, SP RESOLUTION NO. 03-2010</p>
<p>A RESOLUTION REQUESTING THE PRESIDENT ARROYO ADMINISTRATION TO CONSIDER THE INCREASE OF IRA SHARE FROM 40% TO 50% IN ORDER TO STRENGTHEN THE LOCAL REVENUE DEVELOPMENT OF THE COUNTRY</p>
<ul>
<li>Mr. Kim Bunin, Country Director of KOICA proposed an amount of 2.9M$ for the establishment of  Algea Bio-ethanoll Research Center in the province  of Bohol.</li>

<li>OIC- PENRO  Nestor Canda was also requested regarding  their  data on EMB  matters or whatever data available at their end</li>
<li>PENRO Canda then informed that there is a problem regarding  forest  land area in Land Use  but they are still working on the boundaries hopefully, this will  be completed by 2010.  For the  guidelines in forest land delineation,  there is an assessment to be done right  now and the old LC map is used</li>
<li>Relative to the issue, Chairman Villaber also informed that the Dagohoy quarry sites using the 1927 LC map  is not  the same.</li>
<li>PENRO Canda was requested to  coordinate with his alternate since there are lot of things to be considered in identifying protected areas</li>
<li>On  the previous repot of  CENRO Talibon  on upland development project, there was a correction on the number of hectares for Talibon instead of 300 has. it is only 272 has.  and 127 has.  for Tagbilaran  City</li>
<li>It was emphasized that the  group  will agree on what data to be used for the PDPFP since the  land  area  is very  important to be considered . Also consider to look other angles in identifying CBFM areas and the protected areas</li>
<li>As observed in the previous report submitted there are projects not implemented within the MTDP 2004-2009 due to changing of Secretaries</li>
<li>The group was asked  regarding their ideas ,if there are issues relevant to the  environment  For the Land Resource Management, there are issues not solved in one or two years. In terms of Land Resource Management issues and  it could be incorporated in sub-sectors where it belongs</li>
<li>Engr. Bunado  informed that there is already  available hazard map at  PPDO. Also  informed that there was a training on  Rapid Earthquake Disaster Assessment System (REDAS) conducted last July 6-10, 2009 participated by the different agencies</li>

<li>Ms. Emilia Roslinda suggested  that only  one vision for the sector that will capture everything and no more sub-sector vision</li>
<li>Ms. Roslinda was tasked to give comments on the vision and  mission for the environment sector to be submitted to the Secretariat on August 7, 2009</li>
